Zato was the head of the Security department for the Nine Hells branch of Ferrim Pecunia. He carried the red key card that would open the Vault on the bottom floor of the Ferrim Pecunia, resulting in The Tower of Grey attempting to steal it. Strangely, however, the card had ended up in Grecky's room, where she was using it to prop up her card table. It was subsequently stolen by Toby Treacletart.
