Frank Ubell was a member of Ferrim Pecunia, the bank of Pelor's Hope. He followed along The Tower of Grey during their adventures to ensure that they made the proper payments accrued during construction of their tower.
During their stint in the city prison of Grull, Frank somehow found himself as the Owner? Master? Leader? of the largest man in the place, The Whale. The circumstances allowing for this, are currently unknown. That situation ended when Lahni Caplain knocked out the Whale, and then Bercy Hamhands knocked out Frank! He was fine, though. Later, the party found Frank as a captive in the prison, being held in a magical suit of armor that caused him great pain. The armor fought the party, but they were able to defeat it and free Frank.
Later on, the party escaped from Grull, and went to talk to Ioun, goddess of knowledge, about The Orb. They learned that one of the location they were being shown on the Orb was the headquarters of Ferrim Pecunia, located in the first layer of the Nine Hells. This was a shock to Frank, as he believed the headquarters to be in Pelor's Hope.
